Bangladesh, Dec 28, 2025:

Jamaat-e-Islami and eight like-minded parties have reached an electoral understanding with the National Citizen Party (NCP), with the Liberal Democratic Party (LDP) led by retired Colonel Oli Ahmed also joining the platform.

The announcement was made on Sunday afternoon at an emergency press conference at the National Press Club in Dhaka.

Jamaat Ameer Shafiqur Rahman said the alliance had been working with a shared commitment to rebuilding the country and establishing a corruption-free, just Bangladesh at a critical moment in national life.

He noted that while eight parties had been working together so far, the LDP and NCP have now formally joined the initiative, expanding the platform.

Shafiqur Rahman said discussions with the NCP concluded shortly before the press conference.

He explained that NCP leaders could not attend the briefing due to time constraints and would instead hold their own party-level meeting and a separate press conference.

He added that NCP Convener Nahid Islam had directly communicated with leaders of the eight-party alliance and conveyed the party’s decision to join.

Describing the alliance as a strong 10-party electoral understanding, the Jamaat chief said the parties had held internal discussions to determine candidates for all 300 parliamentary constituencies.

He said seat negotiations with the two newly joined parties were at the final stage.

Although several other parties had shown interest in joining the seat-sharing process, he said it had become difficult to include them at this point.

He expressed regret for being unable to accommodate their interest.

On seat allocation, Shafiqur Rahman said the process was almost complete, with only minor issues remaining.

He expressed confidence that any outstanding matters would be resolved through dialogue shortly after nomination papers are filed.

With less than one and a half months remaining before the national election, he said all parties in the alliance are committed to ensuring a free, fair, and credible vote.

He added that the parties want the election to be held on the scheduled date without any manipulation.

Shafiqur Rahman said the government and the Election Commission must fully discharge their responsibilities to ensure a level playing field for all parties.

He claimed that equal conditions have not yet been ensured and urged the authorities to act impartially, free from pressure, fear, inducement, or favoritism.

Referring to the last three elections, he said voters were deprived of their right to vote.

He warned that any attempt to obstruct voting in the upcoming election would not be tolerated.

Responding to questions about seat-sharing details, he said the remaining specifics would be disclosed very soon.

Asked whether the expanded platform should be viewed strictly as an electoral alliance, Shafiqur Rahman said it is a broader coalition aimed at nation-building.

He said the platform covers political, electoral, and cooperative objectives.

He also expressed hope that the allied parties would stand together in future movements on national issues.

He added that each party would continue its own organisational programmes.

Clarifying the decision-making process, the Jamaat chief said no single party would unilaterally distribute seats.

He said constituencies would be allocated on the basis of fairness and mutual consensus.

During the press conference, LDP Chairman Colonel (retd) Oli Ahmed was seated beside the Jamaat Ameer but did not make any remarks.

The briefing was moderated by Bangladesh Khilafat Majlis Ameer Mamunul Haque.

He said the platform is now being described as a 10-party electoral understanding following the inclusion of two new parties.

Leaders present at the event included Islami Andolon Bangladesh Presidium Member Ashraf Ali Akon, Khilafat Majlis Secretary General Ahmad Abdul Qader, Bangladesh Khilafat Andolon Nayeb-e-Ameer Mujibur Rahman Hamidi, JAGPA spokesperson Rashed Pradhan, and Jamaat’s liaison committee representative and Assistant Secretary General Hamidur Rahman Azad, among others.

Tarique Rahman, the acting chairman of the BNP, said that the people of Bangladesh want to regain their right to speak.

He added that the people want to receive their rightful share according to their abilities. “Today, our time has come to build the country together,” he said.

He made these remarks during a reception event held on Thursday (December 25) afternoon at the 300 Feet Road in Dhaka.

Farmers’ Livelihood at Risk in Dinajpur

Khademul Islam, Dinajpur, Bangladesh, Dec 24, 2025:

Winter vegetable farmers in Dinajpur are facing a deepening crisis as powerful market syndicates control prices while excessive pesticide use threatens both crops and public health, investigations have found.

At the centre of the market-related allegations is NM Bahadur Market, one of northern Bangladesh’s largest raw vegetable trading hubs. Farmers bringing produce to the market reportedly cannot sell directly to buyers and are instead forced to go through a fixed group of intermediaries.

Several farmers alleged that attempts to sell outside this informal system result in intimidation, psychological pressure, and social harassment. According to them, prices are predetermined by syndicate members rather than being set by supply, demand, or produce quality.

Investigations also revealed tactics aimed at manipulating prices through misinformation. Traders linked to the syndicate allegedly spread rumours claiming that farmers have suffered massive losses and vegetables have little value, despite steady production.

Farmers are forced to sell vegetables at extremely low prices, while the same produce later appears in retail markets at significantly higher rates, raising concerns over artificial price inflation.

Alongside market manipulation, farmers are also battling what they describe as an unethical pesticide network operating at field level. With increased winter fog and cold weather, vegetable crops have been affected by pests and diseases.

Multiple farmers complained that when they seek guidance from local agricultural offices, they are frequently directed toward specific pesticide dealers. These dealers, along with agrochemical company representatives, often recommend repeated and excessive pesticide use.

In many cases, diseases are vaguely identified as “viral” without laboratory testing or proper diagnosis, farmers said. As a result, production costs rise sharply while soil quality deteriorates and environmental and health risks increase.

Field investigations show that repeated pesticide application often fails to cure crop diseases. Instead, it damages soil fertility and destroys beneficial insects, further weakening long-term agricultural sustainability.

“In trying to save our crops, we are destroying ourselves,” one farmer said, expressing concern over mounting debts and health hazards.

Responding to the allegations, Abu Zafar Md. Sadeq, Additional Deputy Director of the Department of Agricultural Extension in Dinajpur, said farmers are being encouraged to adopt organic pest management practices and that monitoring at field level is ongoing.

However, he noted that ensuring fair prices in markets falls under the jurisdiction of the local administration and consumer rights authorities.

This season, winter vegetables have been cultivated on nearly 15,000 hectares across Dinajpur’s 13 upazilas, with a production target of around 300,000 metric tons. Despite higher output, farmers say their incomes continue to decline.

From field to marketplace, growers remain trapped between syndicate-controlled pricing and rising production costs.

As vegetables continue to fill the fields but fail to secure fair returns, farmers ask when accountability will be enforced—and when their livelihoods will finally be freed from the grip of syndicates.

New Delhi, Dec 23, 2025:

A large protest broke out outside the Bangladesh High Commission in India’s capital, New Delhi, on Tuesday, with demonstrators reportedly attempting to breach security barricades and force their way into the diplomatic premises, according to Indian media reports.

NDTV reported that security forces were deployed to prevent the situation from escalating after protesters tried to break through multiple layers of barricades. Authorities remained on high alert as tensions rose in the area surrounding the mission.

The demonstration was reportedly organised in protest against alleged attacks on religious minorities in Bangladesh, including the recent killing of a Hindu youth named Dipu Chandra Das in Mymensingh. As the protest continued, the crowd grew more aggressive, prompting heightened security measures.

The programme was called by Hindu nationalist groups, including the Vishwa Hindu Parishad (VHP) and Bajrang Dal. In response, Indian authorities established a three-tier security cordon around the Bangladesh High Commission, deploying police and paramilitary personnel. Protesters were seen holding banners and placards while chanting slogans.

This was not the first such incident. On the night of December 20, a small group reportedly gathered outside the High Commission gate, shouting slogans before leaving the area. Bangladesh’s Press Minister in New Delhi, Md Faisal Mahmud, said several vehicles arrived at the gate during the incident and left shortly afterwards.

Following that event, the Indian government described reports in Bangladeshi media as “misleading.” Indian Ministry of External Affairs spokesperson Randhir Jaiswal claimed that only 20 to 25 protesters were present and that no security threat had emerged.

Bangladesh, however, rejected that assessment and raised concerns over serious security lapses, questioning how protesters were able to access a diplomatically protected zone without authorisation.

Foreign Affairs Adviser Touhid Hossain said the Bangladesh mission in New Delhi is located in a highly sensitive and secured diplomatic area, making such incidents unusual. He questioned how members of extremist groups were able to reach the premises, calling the matter a cause for serious concern.

Bangladesh, Dec 23, 2025:

India’s High Commissioner to Bangladesh, Pranay Verma, was summoned to the Ministry of Foreign Affairs in Dhaka on Tuesday morning at 10:00am, diplomatic sources confirmed.

According to the sources, the summons was issued in response to security concerns surrounding Bangladeshi diplomatic missions in various parts of India, including New Delhi and Kolkata, amid an evolving situation.

Bangladesh Foreign Secretary Asad Alam Siam formally called in the Indian High Commissioner. During the meeting, Bangladesh requested India to strengthen security arrangements for all Bangladeshi missions across Indian cities to ensure the safety of diplomatic personnel and premises.

This marks the second time in the past ten days that Pranay Verma has been summoned to the foreign ministry. Since the formation of the interim government, Indian diplomatic representatives have been called in at least six times over different issues.

Earlier, on December 14, Verma was summoned and informed of Bangladesh’s concerns regarding the perpetrators involved in the attack on Inqilab Mancha convener Shahid Sharif Osman Hadi. Bangladesh sought India’s cooperation to prevent the suspects from fleeing to India and requested their immediate arrest and extradition should they enter Indian territory. During the same meeting, Dhaka also conveyed its concerns over what it described as continued provocative statements by ousted Prime Minister Sheikh Hasina from her place of stay in New Delhi.

In a reciprocal move, Bangladesh’s High Commissioner to India, M Riaz Hamidullah, was summoned by India’s Ministry of External Affairs in New Delhi on December 17.

The back-and-forth summoning of envoys in both capitals has added fresh strain to bilateral relations between the two neighboring countries. Tensions escalated further after protests were held outside the Bangladesh High Commission in New Delhi on Saturday night.

Meanwhile, Hindu nationalist group Vishwa Hindu Parishad (VHP) has called for demonstrations on Tuesday outside the Bangladesh High Commission in New Delhi and the Bangladesh Deputy High Commission in Mumbai. Against this backdrop, analysts believe Dhaka–New Delhi relations are facing renewed diplomatic challenges.

Gazi Moniruzzaman, Khulna Bureau Chief Dec 18, 2025:

Speakers at the 5th Annual Coastal Children’s Climate Conference held on Thursday (December 18) in Khulna said Bangladesh’s southwest coastal region is among the most climate-vulnerable areas in the world.

They noted that frequent cyclones, rising salinity, erratic rainfall, heat waves and urban waterlogging are severely degrading the socio-economic condition of the region, reducing livelihood opportunities, increasing unemployment and accelerating migration from coastal areas to cities.
Life for people, especially children, in urban slums linked to coastal migration was described as particularly dire.

The speakers also pointed out that children constitute a major portion of the country’s population and are among the most vulnerable groups to disasters and climate change impacts.

However, they said children have historically been excluded from disaster risk reduction and climate change discussions, planning and implementation processes.
The conference further highlighted that early marriage, driven largely by economic hardship, remains prevalent in coastal areas and poses long-term social and health risks, particularly for adolescent girls.

The conference was organised by Khulna-based non-government organisation Jagrata Juba Shangha (JJS) at the CSS Ava Centre under Sadar thana in the city.

A large number of coastal adolescents, civil society representatives, academicians, NGO workers and media personnel participated in the event.
The programme was supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and Kindernothilfe (KNH).

Vice-Chancellor of Khulna University (KU) Prof Dr Md Rezaul Karim attended the event as the chief guest.

Deputy Director of the Women Affairs Office, Khulna, Suraiya Siddiqa; Consultant and Urban Planner of Khulna City Corporation Md Ferdous Hussain; Convener of Khulna Press Club Md Enamul Haque; Head of Secretariat of CBF Dr Md Golam Rabbani; District Secondary Education Officer Md Sayedur Rahman; and District Relief and Rehabilitation Officer Md Abdul Karim were present as special guests.

Conference Coordinator and Executive Director of JJS ATM Zakir Hossain presided over the programme.

Program Manager of the SCVL project of JJS, Nabo Kumar Saha, delivered the welcome address, while Senior Director (Programme) of JJS MM Chishty conducted the event.

Prof Dr Anjum Tasnuva of the Institute of Disaster Management (IDM) at Khulna University of Engineering and Technology (KUET) and Executive Director of AOSED Shamim Arefin also spoke at the conference.

By Sarker Shariful Islam, Rajshahi Bureau Chief
RAJSHAHI:
The Western Zone Railway is facing a growing safety crisis as thousands of concrete sleepers, imported from India and installed over the last two decades, have begun to crack and disintegrate.

The widespread degradation has left several sections of the 345-kilometer track vulnerable, forcing railway officials to conduct daily inspections to prevent derailments.

Widespread Damage and Safety Concerns

Since 2003, concrete sleepers were installed to replace traditional wooden ones across 345 kilometers of track. However, despite being a relatively recent installation, these sleepers have shown premature failure.

A field visit revealed that the most severe damage is concentrated on the 48-kilometer stretch between Ishwardi (Pabna) and Ullapara (Sirajganj).

Railway officials confirmed that approximately 2,500 sleepers are broken or severely cracked on this segment alone.

Locally, the situation is even more dire; across the entire Joypurhat-to-Parbatipur stretch, an estimated 50,000 sleepers are reportedly damaged or at risk.

History of Accidents

The deteriorating infrastructure has been linked to a series of recent incidents that have alarmed local residents and commuters:

December 2021: A freight train derailed at Boral Bridge station.

May 2023: A derailment occurred at Ullapara.

June & September 2025: Line cracks were discovered near Bhangura and Dilpasha stations. In one instance, jute sacks were used as a makeshift "fix" to allow a train to pass.

September 29, 2025: The Panchagarh Express derailed near Bhangura, suspending rail traffic for six hours.

"Major accidents can occur at any time," warned Ali Akbar, a resident of Bhangura. "We see sleepers being replaced, only for more to break shortly after. The risk is constant."

Technical Debate: Wood vs. Concrete

While railway experts generally prefer concrete for its longevity, local sentiment is shifting. Monirul Islam, a resident of Ishwardi, noted, "The concrete sleepers don't seem to last even 10 years, whereas the old wooden sleepers lasted 40 to 50 years without issue."

However, Ahmed Hossain Masum, Chief Engineer of Western Railway, maintains that concrete remains the superior material.

He clarified that the current issues stem from specific batches of imported stock. "We no longer import these sleepers; they are now manufactured domestically. Locally made sleepers are far more durable," Masum stated.

Proposed Solutions and Budget

The Railway Ministry is currently considering a Tk 22 crore project aimed at replacing the broken sleepers over the next five years. The proposal is currently awaiting approval from the Executive Committee of the National Economic Council (ECNEC).

While Engineer Masum downplayed the immediate danger—stating that only 2% to 4% of the 550,000 total sleepers are damaged—field officials acknowledge that the lack of budget for bulk replacements has forced them into a cycle of "urgent-only" repairs.

Until the ECNEC approves the new project, the safety of the Western Zone's rail movement relies on the vigilance of daily trolley-car inspections.

A Dhaka court has imposed a travel ban on Faisal Karim Masud, the prime accused in the murder of Osman Hadi, convener of the Inqilab Mancha platform.

The order was issued on Sunday (December 21) by Additional Chief Metropolitan Magistrate Awlad Hossain Mohammad Junaid.

According to sources at the Dhaka Metropolitan Police (DMP), the restriction was approved following an application filed by the investigation officer.

The court has forwarded the order to the concerned authorities to ensure its implementation, citing concerns that the accused may flee the country during the ongoing investigation.

The application said intelligence from confidential sources suggested that fugitive accused Faisal Karim Masud, also known as Rahul Daud, could leave Bangladesh at any time.

To prevent his escape, investigators sought urgent legal measures to block his departure through land, sea, or air ports and to ensure his detention if he attempts to complete immigration formalities.

The body of Inquilab Mancha convener Sharif Osman Hadi has arrived in Bangladesh, and he will be laid to rest beside national poet Kazi Nazrul Islam, according to an official announcement by the platform.

In a post published on Friday on Inquilab Mancha’s verified page, it was stated that although the body was initially scheduled to be taken directly from Hazrat Shahjalal International Airport to the Central Mosque of Dhaka University for public homage, the programme has been revised. Hadi’s body will now be taken to Dhaka University tomorrow.

The post said the vehicle carrying Hadi’s body departed the airport for a cold storage facility, after which Inquilab Mancha activists would gather at Shahbagh.

According to the statement, the decision to bury Sharif Osman Hadi beside poet Kazi Nazrul Islam and to hold his namaz-e-janaza (funeral prayer) at Manik Mia Avenue after Zuhr was made in line with the wishes of his family. As a result, the body will be brought to the Central Mosque tomorrow instead of Friday.

Calling for discipline, the organisation urged students and supporters to continue their movement peacefully so that no group can infiltrate or exploit the situation to incite violence. It also said there would be no opportunity to view the body and requested everyone to maintain order and pray for the departed.

The body of Sharif Osman Hadi arrived in Dhaka on Biman Bangladesh Airlines flight BG-585 at 5:45 pm on Friday. The flight had departed Singapore’s Changi International Airport earlier in the day for Bangladesh.

Earlier, the same flight left Singapore at 4:03 pm local time, corresponding to early afternoon in Bangladesh.

Meanwhile, the Chief Adviser’s Press Wing announced that namaz-e-janaza for Sharif Osman Hadi will be held at 2:00 pm on Saturday at the South Plaza of the National Parliament building.

The press wing said the time was revised from an earlier announcement of 2:30 pm.

In a separate notice, the press wing requested attendees not to carry any bags or heavy items while participating in the funeral prayer.

It also informed the public that flying drones in and around the Parliament complex has been strictly prohibited.

The press wing reiterated that the government is closely monitoring arrangements to ensure security and order during the funeral proceedings.

Sharif Osman Hadi, spokesperson of the Inqilab Mancha platform, has died after being shot. He passed away on Thursday night at around 9:45 pm while receiving treatment in Singapore. An official involved in overseeing his medical care abroad confirmed the matter, while Inqilab Mancha also announced his death through its official Facebook page.

Earlier, the Chief Adviser’s press wing had stated that Hadi’s physical condition was extremely critical following the shooting, triggering widespread concern about his survival. Since then, many people had taken to social media to express prayers and anxiety for his recovery.

Hadi had recently remained in the public spotlight for his outspoken criticism of the Awami League and India. He was shot in the head on December 12, a day after the announcement of the schedule for the 13th parliamentary election and a proposed referendum. The attack took place on Box Culvert Road in Dhaka’s Purana Paltan area.

Investigators later identified a leader of the banned student wing of the Awami League as the suspected shooter. According to discussions among law enforcement sources, the suspect fled to India following the incident.

A potential independent candidate for the Dhaka-8 constituency, Hadi was initially taken to Dhaka Medical College Hospital in critical condition. As his health deteriorated, he was transferred to a private hospital in the capital. Under a government initiative, he was later flown to Singapore by air ambulance on Monday for advanced treatment.

The shooting triggered widespread concern and political tension across the country. Several political parties, including the BNP, described the incident as a deliberate attempt to derail the electoral process. Many also expressed fears that covert attacks and acts of sabotage could intensify ahead of the election.

About a month before the attack, Hadi had publicly disclosed that he was receiving death threats. In a Facebook post published in November, he claimed that he had been threatened through phone calls and messages from at least 30 local and foreign numbers. He alleged that supporters of the Awami League were monitoring him but vowed not to retreat from what he described as his fight for justice.

Later on Thursday night, Chief Adviser Professor Muhammad Yunus addressed the nation and announced a state mourning on Saturday in memory of Sharif Osman bin Hadi. He said the national flag would be flown at half-mast at all government, semi-government and autonomous institutions, educational establishments, and Bangladesh missions abroad.

The Chief Adviser also announced that special prayers would be held after Friday’s Jumma prayers at mosques across the country, seeking forgiveness for Hadi’s soul. Similar prayer arrangements would be held at places of worship of other religions.

Professor Yunus expressed deep condolences to Hadi’s wife, family members and colleagues, and prayed for the eternal peace of the deceased. He further said that the government would take responsibility for the welfare of Hadi’s wife and his only child.

Sharif Osman Hadi, who was shot last week, remains in an extremely critical condition while undergoing treatment in Singapore, according to a statement released on Wednesday by the Chief Adviser’s press wing.

The press wing said Singapore’s Foreign Minister Vivian Balakrishnan personally visited Hadi, a frontline activist of the July mass uprising and spokesperson of the Inqilab Mancha, at the hospital where he is receiving treatment.

Later in the evening, Balakrishnan spoke by phone with Bangladesh’s interim government Chief Adviser Professor Muhammad Yunus and briefed him on Hadi’s medical condition, stating that his condition was “extremely critical.”

The press wing added that Professor Yunus has urged the nation to remain calm and requested people to pray for Hadi’s recovery during this difficult time.

Sharif Osman Hadi, convenor of the Inqilab Mancha, had been campaigning as an independent candidate in the Dhaka-8 constituency ahead of the upcoming parliamentary election.

He was shot by assailants on Friday afternoon on Box Culvert Road in the capital’s Purana Paltan area. After being critically injured by a gunshot wound to the head, he was first taken to Dhaka Medical College Hospital and later transferred to Evercare Hospital.

On Monday afternoon, Hadi was flown to Singapore by air ambulance for advanced medical treatment. He is accompanied by his brother, along with Bangladeshi doctors and nursing staff.

Bangladesh:

RAB has arrested the parents of Faisal Karim Masud, the prime accused in the attempted murder case of Sharif Osman Bin Hadi, according to an official statement.

The arrests were confirmed in a RAB press release issued shortly after 1:30am on Tuesday night.

The statement said members of RAB-10 carried out a special operation around 5:30am in the Hasnabad Housing area under South Keraniganj police station in Dhaka district, during which Faisal’s father Md Humayun Kabir, 70, and mother Mosa Hasi Begum, 60, were detained.

Osman Hadi was shot last Friday when assailants opened fire from a moving motorcycle at a rickshaw in the capital’s Purana Paltan area. He is the convener of Inqilab Mancha and a prospective candidate for the Dhaka-8 constituency.

His condition remains critical, and he was taken to Singapore on Monday for advanced medical treatment.

Investigators have identified Faisal Karim Masud, a former leader of the banned student organisation Chhatra League, and his associate Alamgir Sheikh as the main suspects in the attack. According to investigation-related sources, both men fled to India after the incident.

RAB said preliminary findings show that Faisal is the third of four children of Humayun and Hasi. He frequently visited the Agargaon residence of his sister, Mosa Jesmin Akter.

On the night of the incident, Faisal reportedly went to his sister’s flat carrying a bag. Later, he threw the bag into an open space inside the building and asked his nephew, 18-year-old Jamil, to retrieve it.

The press release further stated that Faisal discarded one of his two mobile phones from the rooftop of the building and handed the other phone to his mother. He later met his parents there.

Finding the location unsafe, Faisal left Agargaon and moved first to Mirpur and then to Shahjadpur, where he stayed at the residence of his cousin Arif, the son of Humayun’s brother.

RAB said Humayun arranged a CNG-run auto-rickshaw for Faisal to transport the bag and also provided him with some cash. Afterwards, the couple moved to their younger son Hasan Mahmud’s house in Keraniganj.

During this time, they purchased and used two SIM cards from Jatrabari to avoid detection, the statement added.

The government has issued a new policy governing firearm licenses and the deployment of armed guards (retainers) for politically important individuals and candidates participating in the upcoming national election.

The Ministry of Home Affairs published the policy, titled "Policy for Issuing Firearm Licenses and Appointing Retainers to Politically Important Persons and National Parliament Member Candidates–2025," on Monday.

The Ministry stated that the policy was formulated and enacted to ensure public safety, maintain law and order, and prevent election-related violence during the election period by granting firearm licenses and retainer appointments to politically important persons and candidates for the National Parliament.

Key Definitions and Beneficiaries

The policy defines 'Retainer' as an authorized armed individual appointed to ensure the personal security of a politically important person or a candidate.

The policy specifies two categories of beneficiaries:

Politically Important Person:

A current or former high-level political personality formally recognized by the government.

Candidate:

An individual who has submitted a nomination paper to the appropriate authority to contest the Thirteenth National Parliament Election.

Eligibility Criteria for Firearm License

To qualify for a firearm license under this policy, an applicant must:

Be a government-recognized politically important person or have submitted a nomination paper for the Thirteenth National Parliament Election.

Have an existing security risk verified by the appropriate authority (including intelligence agencies, where applicable).

Possess physical and mental fitness.

Have a secure arrangement for storing the weapon.

While other existing firearm license policies and regulations issued by the Ministry of Home Affairs will apply, the provision concerning personal income tax submission will be relaxed for this category of applicants.

License Validity and Renewal

The license granted under this policy will be valid for 15 days following the date of the election results announcement. After this period, the license will be considered automatically cancelled.

However, the Ministry of Home Affairs may convert this temporary license into a general license if the applicant fulfills all other conditions of the standard firearm license policy.

Strict punitive measures will be taken under conventional law against any licensee who retains the firearm after the license expires or is cancelled.

Conditions for Retainer Appointment

The policy outlines specific conditions for appointing a retainer:

Retainer appointments will only be approved if a genuine security risk exists.

Appointment of a retainer must not be authorized or used to influence political activities or for intimidation.

If a politically important person or candidate is eligible for a license but is unable or unwilling to purchase a firearm, they may appoint an individual as a retainer who possesses a valid license and firearm and is capable of operating it.This appointment must be approved by the license-issuing authority.

Retainer Eligibility

To be eligible as a retainer, an individual must meet the following criteria:

Be a Bangladeshi citizen with a minimum age of 25 years.

Have a clean criminal record and possess a police clearance certificate.

Be trained in the use of firearms (retired members of the Armed Forces or the Bangladesh Police will receive priority).

Have a Medical Fitness Certificate obtained from a government hospital.

The policy limits the appointment to a maximum of one retainer per politically important person or candidate, and the retainer's tenure will automatically end after the specified license period.

Crucially, a retainer will not be issued a firearm license in their name; they are solely the carrier of the weapon, and all liability related to the firearm rests with the license holder.

Code of Conduct

License holders are required to adhere to a strict code of conduct while possessing the firearm:

The license and authorization must be carried at all times while bearing the weapon.

The weapon must not be used for intimidation or harassment.

The firearm is exclusively for security purposes and cannot be used for any other work or objective.

The license and the licensed weapon cannot be transferred.

All license holders are mandated to immediately comply with any instructions issued by law enforcement agencies.

Police have detained a man after tracing the registration number of the motorcycle used in the attack on Sharif Osman Bin Hadi, a potential independent candidate in the 13th national parliamentary election and convenor of the Inqilab Manch.

The detainee, identified as Abdul Hannan, is the registered owner of the motorcycle. He was arrested on Saturday from the Mohammadpur area of the capital, according to Dhaka Metropolitan Police (DMP).

DMP Deputy Commissioner for Media and Public Relations Talebur Rahman shared the information with journalists on Sunday. Earlier in the day, the Rapid Action Battalion (RAB) said it had identified the motorcycle used in the attack and detained its owner before handing him over to police.

Meanwhile, Osman Hadi’s physical condition remains unchanged. If his health improves, arrangements may be made to take him abroad for advanced medical treatment. Abdullah Al Jaber, member secretary of Inqilab Manch, said on Sunday morning that he is staying beside Osman Hadi at Evercare Hospital in Dhaka, where the victim is currently receiving treatment.

Speaking at the DMP Media Centre, Talebur Rahman said investigators are examining whether Abdul Hannan had any direct involvement in the attempted killing. He added that police are making maximum efforts to arrest those responsible for shooting Osman Hadi and that the shooter has already been identified.

Responding to a question, the DMP official said there is no information so far suggesting that the attackers have fled the country. He noted that the motive behind the attempted killing would emerge through further investigation.

Talebur Rahman also said security measures for candidates actively campaigning in the election are being treated with importance. To maintain law and order in the city, police have increased checkpoints and patrol operations.

Earlier, Motijheel Division Deputy Commissioner of Police Harun Or Rashid told journalists that RAB-2 detained Abdul Hannan on suspicion of involvement in the attempted killing of Sharif Osman Bin Hadi and later handed him over to police for further legal action.

Six Bangladeshi peacekeepers have been killed in a militant attack on a United Nations base in Sudan, according to a statement issued on Saturday by the Inter-Services Public Relations (ISPR) of Bangladesh.

ISPR said the attack took place in the Abyei area, where armed militants targeted a UN camp. Alongside the fatalities, eight Bangladeshi soldiers were injured. Armed clashes between peacekeepers and attackers were still ongoing at the time of reporting.

**Chief Adviser Expresses Deep Condolences**

Bangladesh’s Chief Adviser Professor Muhammad Yunus expressed profound sorrow and concern over the loss of lives. In a statement released late Saturday, he said he was deeply saddened by the martyrdom of six Bangladeshi peacekeepers and the injury of eight others while they were carrying out their duty to uphold peace and stability.

He described Bangladesh’s contribution to UN peacekeeping missions as globally recognised, noting that the sacrifice of the fallen soldiers was both a source of national pride and deep grief. The Chief Adviser offered prayers for the departed souls and extended heartfelt condolences to the bereaved families, while also wishing a speedy recovery to the wounded.

He further stated that Bangladesh had already urged the United Nations to ensure the highest level of medical care and necessary support for the injured personnel. The government, he said, would stand beside the families of the peacekeepers during this difficult time.

Condemning the attack, Professor Yunus said assaults on peacekeepers constitute a grave crime against international peace and humanity. He called on the UN and the global community to take stronger measures to enhance the security of peacekeeping forces. The government, he added, would remain in close contact with the UN to ensure the swift repatriation of the bodies and proper treatment of the injured.

**Drone Attack on UN Facility**

AFP, citing hospital sources, reported that the UN facility in Kadugli, located in Sudan’s Kordofan region, was targeted in the attack, resulting in six deaths. Witnesses said the assault was carried out using drones.

Sudan’s army-backed government condemned the incident, blaming the Rapid Support Forces (RSF), a paramilitary group opposing the military. In a statement, the government described the attack as a dangerous escalation.

The Sudanese Sovereignty Council, led by army chief General Abdel Fattah al-Burhan, also characterised the incident as a serious intensification of hostilities.

**Strategic Importance of Kadugli**

Kadugli has been under siege by the RSF for nearly a year and a half, and famine was declared in the city earlier this month. The Kordofan region, a vast agricultural zone divided into three states, lies between RSF-controlled Darfur in the west and areas held by the Sudanese army to the north, east and centre.

The city is considered strategically vital for maintaining supply routes and troop movements.

Since April 2023, the RSF has been engaged in intense fighting with Sudan’s military, deploying fighters, drones and allied militias across central Sudan. Analysts suggest the RSF aims to breach army defences in the region to pave the way for reclaiming Khartoum.

**Allegations Against RSF**

According to the BBC, the RSF was formed in 2013, largely from the Janjaweed militias accused of committing atrocities in Darfur. These groups have faced allegations of genocide and ethnic cleansing against non-Arab Black African communities.

Under the leadership of General Mohamed Hamdan Dagalo, widely known as Hemedti, the RSF evolved into a powerful paramilitary force. The group has reportedly been involved in conflicts in Yemen and Libya.

Dagalo is also accused of controlling gold mines in Sudan and smuggling gold to the United Arab Emirates. Sudan’s military has alleged that the UAE supports the RSF and has been linked to drone attacks—claims that the Gulf state has denied.

Additionally, Sudan’s army has accused eastern Libyan strongman General Khalifa Haftar of backing the RSF by facilitating arms smuggling and sending fighters, allegations that further underscore the regional dimensions of the conflict.

Dhaka: Police have identified one suspected individual in connection with the shooting of Sharif Osman Hadi, a prospective independent candidate in the 13th national parliamentary election.

The suspect was identified after reviewing footage from nearby CCTV cameras, according to the Dhaka Metropolitan Police (DMP).

In a press statement issued on Saturday, the DMP said law enforcement agencies are continuing their operation to track down those responsible for the attack.

Police have urged the public to come forward with any information related to the identified suspect, assuring that the identity of informants will be kept confidential.

The DMP provided three contact numbers for sharing information: 01320040080 (Deputy Commissioner, Motijheel Division), 01320040132 (Officer-in-Charge, Paltan Police Station), and the national emergency helpline 999.

**Political Parties Pledge Unity After Chief Adviser Warns of Election Sabotage Plot**

Dhaka: Bangladesh’s Chief Adviser Professor Muhammad Yunus has urged major political parties to remain united to counter what he described as a coordinated conspiracy aimed at disrupting the upcoming national election, following a shooting attack on July uprising figure Osman Hadi.

Leaders of the BNP, Jamaat-e-Islami and the National Citizen Party (NCP) met Professor Yunus at the state guest house Jamuna on Saturday, a day after the attack, and assured him that they would put aside internal differences to resist any attempts to destabilise the political process.

The meeting took place amid growing concerns over law and order after Osman Hadi—convener of the Inqilab Mancha and a prospective independent candidate for Dhaka-8—was shot in the capital on Friday afternoon, a day after the election schedule for the 13th parliamentary polls and referendum was announced, with voting set for 12 February.

Hadi sustained a gunshot wound to the head and remains in critical condition at Evercare Hospital.

According to a statement from the Chief Adviser’s office, Professor Yunus described the attack as a deliberate and symbolic act intended to send a warning message ahead of the election. He said preliminary information suggested the involvement of a powerful network seeking to prevent the polls from being held.

The Chief Adviser said the attackers appeared to have expanded their network and deployed trained shooters, stressing that both the government and political parties must confront the threat collectively.

He cautioned that ousted political forces were attempting to exploit divisions among pro–July uprising groups and urged parties to avoid internal conflicts during the pre-election period.

Professor Yunus emphasised that political disagreements were natural but should not escalate into hostility or violence, calling on leaders to ensure that election-time tensions remain within acceptable limits.

Law Adviser Asif Nazrul warned that infighting among political parties in the past had strengthened the Awami League, urging leaders to prioritise national interests over narrow party considerations.

Before holding the meeting with party leaders, Professor Yunus also met members of Osman Hadi’s family to express concern and solidarity.

The meeting was attended by BNP Standing Committee members Salahuddin Ahmed and Hafiz Uddin Ahmed; Jamaat-e-Islami Secretary General Mia Golam Parwar and Assistant Secretary General Ehsanul Mahbub Zubayer; NCP Convener Nahid Islam and southern region chief organiser Hasnat Abdullah. Law Adviser Asif Nazrul and Inqilab Mancha Member Secretary Abdullah Al Jaber were also present.

Following the discussion, party leaders reiterated their commitment to unity, acknowledging that failure to remain united could pave the way for the return of the deposed Awami League.

BNP leader Salahuddin Ahmed said that despite political differences, parties must refrain from mutual blame and remain united in the national interest and in the spirit of the July movement.

DHAKA, December 12, 2025 — Sharif Osman Hadi, the potential independent candidate for the Dhaka-8 parliamentary constituency and influential spokesperson for the student-led platform Inkilab Mancha, has been placed on life support in a critical condition following a shooting in the capital today.

The information was confirmed by the Director's office at Dhaka Medical College Hospital (DMCH) this afternoon.

When contacted shortly after 4:00 PM on Friday, DMCH Director Brigadier General Md. Asaduzzaman’s office stated that Hadi's condition is "critical," and a bullet remains lodged inside his head, necessitating life support.
Details of the Daylight Attack
The attempted assassination took place near the Box Culvert area of Bijoynagar at approximately 2:25 PM, immediately after the conclusion of Juma prayers.

Deputy Commissioner (DC) Muhammad Talebur Rahman of the Dhaka Metropolitan Police (DMP) stated that two assailants on a motorcycle targeted Hadi, opening fire before quickly fleeing the scene.

An eyewitness, Md. Rafi, who was on a rickshaw directly behind Osman Hadi at the time of the attack, described the sequence of events:

"We were coming from Juma prayers towards the High Court on rickshaws. As we arrived in Bijoynagar, two people on a motorcycle drove up, shot Hadi Bhai, and immediately sped away. I was on the rickshaw following right behind him."

Hadi was rushed to the emergency department of Dhaka Medical College Hospital in a severely wounded state.
Chief Adviser Orders Strict Investigation
The serious injury to Sharif Osman Hadi, a prominent voice from a platform that emerged from the July-August mass uprising, has drawn immediate attention from the highest level of the government.

Chief Adviser of the Interim Government, Professor Muhammad Yunus, expressed deep concern over the shooting incident.

The Chief Adviser has issued strict and comprehensive instructions to all law enforcement agencies, directing them to conduct a rapid and thorough investigation. The order emphasizes the need to quickly identify, trace, and bring all individuals involved in the attack to justice under the law.

The attack on a potential parliamentary candidate and public figure comes amidst heightened political preparations for the general election scheduled for February 2026. Hadi, through Inkilab Mancha, has been a vocal proponent of the principles and demands of the July revolution, and has previously reported receiving death threats.

DHAKA, December 11, 2025 — The Chief Election Commissioner (CEC), A M M Nasir Uddin, announced the schedule for the 13th national parliamentary election today, confirming that voting will take place on February 12, 2026.

In a televised address to the nation this Thursday evening, the CEC also declared that the Referendum on the July National Charter will be held on the same day. Polling will run continuously for nine hours, from 7:30 AM to 4:30 PM.

Voter and Security Details

The upcoming elections will see more than 127.6 million registered voters participate. For the first time, expatriate Bangladeshis will have the opportunity to vote via postal ballot, with over 300,000 having already registered.

The Election Commission (EC) is viewing the joint holding of the national election and the referendum on the same day as a significant management challenge. To handle this, the EC has extended polling time by one hour, and the number of secret voting booths in polling centers will be increased.

Regarding security, the government has confirmed that approximately 900,000 security personnel, including members of the armed forces, will be deployed across the country.

This represents the largest deployment of security forces in the nation's history, aimed at ensuring a fair and peaceful electoral environment. The EC has also enlisted a record 150,000 police officers.
Political Context
The announcement comes 16 months after the interim government, led by Chief Adviser Professor Muhammad Yunus, took office on August 8 last year, following the fall of the Awami League government on August 5 amidst student and public protests.

Initially, Professor Yunus had suggested the election might take place in the first half of April 2026. However, following a meeting with BNP Acting Chairman Tarique Rahman in London on June 13, it was mutually agreed to aim for the first half of February 2026. The government subsequently committed to this revised timeframe, and the EC proceeded with preparations. The Chief Adviser confirmed the joint polls on February’s first half on November 13.

Currently, 56 political parties are registered with the EC. However, parties whose registration has been suspended—like the Awami League—are ineligible to participate. All other registered parties, alongside any eligible individuals running as independent candidates, will be able to contest the election. A new Election Commission, led by A M M Nasir Uddin, was formed on November 21 last year, and this will be its first major electoral exercise.

Dhaka, Bangladesh: A Dhaka court has granted a six-day remand for the domestic worker, Ayesha, and a three-day remand for her husband, Rabbi Shikder, in connection with the murder of a mother and daughter in the capital's Mohammadpur area.

Metropolitan Magistrate Mahbub Alam issued the order on Thursday after a hearing.

Prosecuting lawyer Kayyum Hossain Nayan stated that the investigating officer of the case, Sub-Inspector (SI) Sahidul Osman Masum of Mohammadpur Police Station, requested a 10-day remand for both accused when they were presented in court. The prosecution argued in favor of the remand, while the accused were unrepresented by a lawyer. Following the hearing, the court approved Ayesha’s six-day and Rabbi's three-day remand.

The Crime and Arrest

The victims were identified as the mother, Laila Afroza (48), and her daughter, Nafisa Nawal Binte Aziz (15). The double murder took place on Monday morning.

Laila’s husband, A J M Azizul Islam, filed a murder case against the domestic worker at Mohammadpur Police Station that same night. The complaint indicates the murders occurred sometime between 7:51 AM and 9:35 AM on Monday.

The court heard that the domestic worker had only been employed at the residence for four days prior to the incident, and she routinely entered and exited the building while wearing a burqa or with her face covered.

CCTV footage from the building reportedly shows the domestic worker entering in a burqa on the day of the crime. However, when she left, she was seen wearing the school uniform belonging to the deceased daughter, Nafisa.

Police apprehended Ayesha and her husband, Rabbi, on Wednesday from Nalchity Upazila in Jhalakathi district.

Police Statement on the Murder

Following the arrests, police provided details about the sequence of events. They stated that the homeowner, Laila, caught Ayesha attempting to flee with stolen goods. When Laila threatened to call the police, Ayesha reportedly became enraged and stabbed her. When Nafisa intervened to save her mother, she was also fatally stabbed.

After killing both mother and daughter with multiple stabs, Ayesha allegedly went to the bathroom to take a shower before changing into Nafisa's school uniform and escaping the scene.
