Israel’s government, together with the West Bank’s Mateh Binyamin Regional Council, has proposed a new settlement near Jerusalem, which could represent the first expansion of the city’s boundaries since 1967 if fully approved.
The plan envisions approximately 2,780 new housing units on 500 dunams of land between the Palestinian towns of Hizma and Al-Ram. Although the project is officially part of the Adam settlement, the site is physically closer to East Jerusalem’s Neve Yaakov neighborhood, with which it shares greater territorial continuity.
The government plans to invest around NIS 120 million ($39 million) to develop essential infrastructure, public spaces, and community facilities for the new neighborhood. While 500 units have already been marketed for the first phase, the full plan is still under review by the Civil Administration’s Higher Planning Committee, and final approval could take up to two years.
Officials from the Housing and Construction Ministry described the project as a “significant step in developing housing near Jerusalem” while integrating new neighborhoods with existing communities. Meanwhile, the Mateh Binyamin Regional Council emphasized that the development would improve residents’ quality of life and support long-term regional planning goals.
This development highlights ongoing efforts in the region to address housing demand, expand infrastructure, and plan for sustainable urban growth.
